Support for RetroAchivements scanning for GameCube RVZ file formats

The RA hash for non-ISO GameCube files can be queried via command line using an executable in the Dolphin emulator folder:

> .\dolphintool.exe verify -i "game.rvz" -a rchash

I’ve been using a Python script and this to update the platform XMLs myself on the side, but official support would be nice. Thanks in advance!
