Keep them intentionally minimal, so they don’t compete with or diminish the value of advanced community-created themes.
Offer them directly in the LaunchBox/Big Box theme manager or as a downloadable starter pack.
A novice user wants to move the wheel from the bottom to the left side of the screen. Instead of diving into a large, complex theme, they open a starter template and adjust a few properties.
Another user likes the structure of a template but adds their own background artwork and animations to create something unique.
Over time, beginners progress from tweaking templates to building and releasing fully custom themes.
