Option to Override ROM Region Media Priority

I grew up playing PAL consoles. Game boxes are often different (both shape and graphics) for many platforms, but most people will have USA Roms as it is easier to get and have better frame rates as PAL games were often limited FPS wise.

So like emulation station scrapers allow, I’d like to get PAL media like boxes, discs/carts and manuals when existing even if my ROMs are of the USA region and same for platform media as well.
